Overview
The UAE’s e-invoicing mandate has moved from a future consideration to a dated implementation programme. Businesses that delay their assessment will have less time to prepare their systems, data and processes, and will carry greater compliance risk as deadlines approach.
E-invoicing is not a change of invoice format. It affects the ERP or accounting system, invoicing workflows, master data, tax configuration and the choice of an Accredited Service Provider (ASP) for system integration. Each element requires assessment and structured implementation.
Implementation timeline
| Date | Milestone | Applies to |
| 1 July 2026 | Voluntary phase begins | All businesses |
| 30 October 2026 | ASP appointment deadline | Businesses with revenue of AED 50 million or more |
| 1 January 2027 | Mandatory go-live | Businesses with revenue of AED 50 million or more |
| 31 March 2027 | ASP appointment deadline | Smaller businesses |
| 1 July 2027 | Mandatory go-live | Smaller businesses |
Common readiness gaps
In our experience, organisations most often face the following challenges:
- Phase applicability: uncertainty over which implementation phase and deadlines apply
- System capability: ERP or accounting systems that cannot yet generate structured e-invoices
- Data quality: inconsistent or incomplete customer, vendor and tax master data
- ASP selection: no ASP appointed, or integration requirements not yet defined
- Governance: no internal roadmap or accountable owner for the transition
How RAA Auditing can help
Our E-Invoicing Pre-Gap and Technical/Tax Gap Assessment team gives management a clear, evidence-based view of readiness. It covers:
- Phase determination: confirmation of the phase and deadlines applicable to your business
- Current-state assessment: a review of systems, processes, master data and tax set-up
- Gap identification: the specific areas requiring remediation
- ASP and integration requirements: a defined scope to support ASP selection and onboarding
- Implementation roadmap: a practical, prioritised plan to achieve compliance ahead of your deadline
Questions for leadership to consider
- Do we know which implementation phase applies to us?
- Can our current ERP or accounting system produce structured e-invoices?
- Is our customer, vendor and tax master data complete and consistent?
- Have we selected an ASP, and have we scoped the integration?
- Who owns the e-invoicing programme internally?
If any of these questions cannot be answered with confidence, a structured assessment is the appropriate next step.
Plan ahead
Readiness typically takes months rather than weeks. Organisations that assess early retain control over their timeline, budget and choice of provider.
